On IRC, there are many different networks of channels. Think of each network as its own universe, and each channel as a planet or star system (to put it in LoGH-type terms). So if you're on one network, you can only talk to people who are also on that one network. When you log onto IRC, you choose which network (and which channels) you want to join. EFNet is one of the largest and better known networks, and it's where the #logh channel resides.
