Well, Yang Wenli does use the armored battleships as shields for the smaller 
ships at Amlitzer.  What's interesting is that there is an episode where a 
force of 200 battleships are able to achieve a breakthrough.  This implies 
that most of the ships in a fleet aren't nearly as strong as a battleship.  
Most likely, battleships are very costly and are used primarily for 
concentration (200 battleships take up just as much room as 200 cruisers 
since you have alot of space between the ships).

You also ultimately need air units to actually affect the outcome of the 
ground combat.  and while the SR-71s might be able to knock enemy air units 
out of the theatre, I doubt they could bust tanks like the A-10s and are 
much more costly to build than A-10s.
