Reuental's publicly announced justification is not that he's rebelling against Reinhard but against Oberstein, Lang, and the other disliked elements that are supposedly interfering in national affairs.  ie "The Emperor is good and innocent, we're just fighting his corrupt ministers."  Sound familiar?
