And in addition, Captain Katherine Janeway IS incompetent.

Actually, that decision makes more sense and is less inconsistent than her
later decisions.
Example Q:
1. Q offers a way home and Janeway refuses saying that they should get home
on their own good work.
2. In a leter episode, Q gives them maps and information and janeway asks
why Q doesn't just send them home.
