Well, no. Because if he could do the same things as Reinhard, he
would have. The reason he decided to go seeking for Reinhard was because
he knew that he couldn't do it himself. What kind of circumstances do you
mean? If he had a sister taken away from him? If he had Kircheis by his
side? Oberstein's limitations come from his lack of charisma, which is
why he can't really be a fleet admiral. He's best as an advisor for
someone who can appreciate him. He knows this. Would he do as well as
Reinhard? No. Reinhard had too much going for him...
