Actually there is.
"kougou" in Japanese means either "empress" or "queen" while
"joou" means "queen"
the same kanji's have the same meanings in Chinese as well.
Since the Japanese title for episode 100 is "kougou banzai!..."
"Long Live the Empress!" will indeed be a better translation. I
stand corrected.
