This book is rather hard to get so I think the chance of getting a
second-hand copy outside Japan is very slim. If I remember it correctly,
the book was first published in 1992. However, since this book is promoted
in "the Making of LoGH", you can probably order a new copy directly from
Tokuma Shoten.
I had a glimpse of my friend's copy 2 or 3 years ago. There better part of
the book is a charater directory. There is also a map of the "Known
Universe" in colour, a few black and white illustrations of war crafts and a
chronicle table that lists every major event down to the end of the story.
This book does not contain any material related to the anime series. Anyone
who wish to find out everything from the anime series or has not finished
reading the original novel will find the chronicle table a big spoiler. If
you are interested only in the anime series, you had better get a
second-hand copy of LoGH Roman Album instead.
My friend who own a copy of the Encyclopaedia is not in town, so I cannot
get the ISBN and the mailing address of Takuma Shoten for the moment. I
shall check them out when my friend's back if you still want the book.
