I've added a new file to the Galactic Heroes graphics directory on the
UT ANime ftp site; a scan of a pic sent to me by Bill Mimbu of Reinhard
von LOhengramm and a super-deformed Leader Desslok from Star Blazers.
(The basic crux of the gag is the author's asking why it is that big
Galactic Empires always seem to built by Germans or Germanic like
people...)
The URL is http://uts.cc.utexas.edu/~anime
and go to the archive/graphics/GalacticHeroes link. The file is
"rein_desslar.jpg".
I also copied there my scans of the cels I obtained at Mr. Kikukawa's
panel at Anime Expo 98, also avaiable on my web page
