The legal copy may be out of print, but not the pirated copies. In HK even
if the VCDs are packaged nicely you can't really tell if they are legal or
pirate.  You should still go for packages that looks like higher quality
even if you need to pay more.  In my cheap pirate copy of LOGH first
season, half of the VCDs has 10 seconds unreadable in the middle.

Older but popular anime series can be hard to find in HK.  I could not
find a store selling the full 18 VCD package of Macross TV.  Only one
store offered it for HK$900 (1US$=7.8HK$) and I needed to wait a few days.  
In HK you can find VCDs in computer and VCD shopping centers in Mong-Kok,
like "Mong-Kok computer center", "Sune Wor" or "Galactic city".  In
Wan-Chi try "168 computer center".  Some big malls in Kung-Ton offer cheap
VCDs too.  Don't bring your mother or girl-friend to those malls cause
they are very crowded and have many XXXX VCD stores.  Don't forget to look
for those LOGH movies too.

In Toronto, Pacific Mall and Time Square have a few stores selling anime
VCDs.  I don't know about Taiwan.

Since it's hard to tell if your VCDs are pirated or not, if you worry
about US or Canadian custom taking your VCDs, mail them.  Get those big
soft lunch-box-size CD bags that can store 40 CDs, mark them as gift, and
mail them by air.
