I believe this is a difference in the anime from the novels and manga.
It is my understanding that in the original novel sotry and the manga
adaptation, Reinhard explicitly consented to the plan. In the anime
they softened this up by him basically procrastinating until it was too
late, made worse by Oberstein's deceit about the time of impact.
