I think in both scenarios, Reinhard and Yang were the commanders of their
respective fleets, so my guess is that the decision to use nukes is
something a Fleet Commander makes.

My memory is a bit foggy on this, but I think there is some sort of
un-written agreement between the two sides to not use nukes on each
other's territory. I can't remember where this is mentioned though.
