In the anime it's mentioned that using nuclear weapons on an inhabited
world has been taboo since use of nuclear weapons once nearly destroyed
the human race in a war which I forgot the name of. Thirteen Day War or
something like that?

Probably some war in the 21st century did horrible damage on Earth.
