I believe the voice part. The animation for the character is generated by a
number of people all over the place at different studios so I doubt one
animator could come forward and say "I am the animator responsible for
Mittermeyer." Disney can do things like that, but most Japanese animation
does not.

It's Tomiyama Kei, not Ken. Minor nitpick.
Since Mr. Kanayama isn't actually on this list but only seems to read it from
Ming's archive, I don't know how much he may know or how long it might take
for him to see your question.
However, without wanting to give too much away, replacing Yang's voice will
not be a very big concern.
