He's a soldier; he has to follow orders or the whole military
system will fall apart. And more importantly, the idea of a civilian head
of military will fall apart as well if he disobeys the order.
Besides, it's not impossible that the empirical forces might
massacre the people of Heinessen as a revenge.
P.S. Somehow I recall that he has explained his reasons to his subordinate
before surrendering, but maybe I'm wrong. (saw an old Chinese dub of that
particular episode)
