Anime series are almost 99% first released on DVD first in Japan, and then in the US. It doesn't work the other way around. Now, if Tokuma was willing to open up there US branch again, there would be no need to petition a US company, but to petition Tokuma themselves to release it in North America.
This isn't true Isaac.
DVD has been SLOWER to adopt in other countries than the USA.
