I don't have an outright "best" but the following can be called my
favorites:
1. Yang (for being down to earth and the idealism hidden beneath his happy
go lucky surface. PS, does anyone know whether he stays on Iserlohn or
returns to Heinessen at the end of the series? And yes, I have seen through
to the end of Season 4. If you reply to this question, be careful about how
you answer, to avoid spoilers)
2. Mittermeyer (Not a bad life at all for a "commoner". Sympathetic
towards the people and is a family man, that and he looks cool in his Gale
Wolf persona.)
3. Muller (Stalwart but still approachable and friendly. One of those guys
you can't help liking even if he turns out to be on the other side. Plus
the Parcival is very nice, especially that head on view during the aftermath
of the Battle of Mal Adatta)
4. Bucock (Have to respect him for continuing to do his duty even at his
age. The scene in Season 3 between him and his wife is very touching. Now
it's weird when I see him in the 2nd Battle of Tiamat in Spiral Labyrinth)
