No!!! Reinhard was just a little sad after Kircheis's
death...
He was so dissapointed in him self that he doesn't
wish to care about anyone else. His sister left him,
his best friend died, he felt like he was all alone.
No one can live all alone by themselves you know? Poor
Reinhard just wish to have a place to rest his soul. I
doubt that he really wished to gain the galaxy in his
hand in the end. If he did, he wouldn't had let Julian
take a solar system. I believe he just wanted to
finish his dream and his promiss to his best friend.
