Excluding the Shadows and Vorlons, Reinhard's Galactic Empire would win from
overwhelming numbers of ships (they also have better FTL, fighters,
organized tactics abiltiies, and of course the Imperial destroyers).
Actually, now that I think about it, in pure military tech terms, the Empire
can take on the Shadows and Vorlons. Figure, have each of Reinhard's
admirals have their entire fleet concentrate fire on one Shadow or vorlon
vessel and the Babylon 5 ships simply can't eliminate reinhard's fleet
quickly enough.
But if you just mean small numbers of ships, I figure the Empire has the
advantage in terms of range, mobility, weapons, fighters, and tactics and
organization while only the Vorlons, Shadows, Rangers, and Mimbari have
better defenses: shields, and jamming devices.
