Which is essentially what the fleet system does. One counter can represent as many or as few ships/fighters/mecha as you like. Mekton Zeta itself is primarily a mecha game (any mecha setting - fantasy/scifi, but doesn't really lend itself all that well to other anime genres) and uses the Interlock system, stat+skill+1d10, although my group prefers to use 2d6 rather than 1d10. Mekton Zeta Plus is the technical construction manual for the game, not required for play but very useful, and I'd recommend getting it if you want to get into Mekton. The GM guide is called the Mekton Zeta Tactical Display, containing the cinematic rules. Also recommended. Mekton Wars, vol. 1: Invasion Terra has the fleet system in it, but it's only 3 pages out of a 95 page book and IMNSHO isn't anything special. Those books have all the rules and companion rules that you would need. FYI - the Mekton Zeta mailing list can be found at www.mecha.com. For a look at the game check out www.mektonzeta.com it has a .pdf quickstart guide available for download. My personal opinion is that if you want a good, reasonably quick tactical game for anime mecha, go with Mekton Zeta. Although I do prefer Big Eyes Small Mouth 2nd Ed for a fast, abstract type of game, and it's great for any anime setting. Andy.
