There are, in fact, two related questions in this topic:
1. Do the FTA have nukes?
2. How do the Reich and the FPA, if they have any nukes, use them?
The answer to Q1 is postive. The FPA have nukes!
The answer to Q2 is as follows:
Nukes are used in battles. However, they can't be used against planets
or on planets, that have civilian populations. It's a crime using them
in the latter situations. It seems that the Reich and the FPA agree on
it mutually. Therefore Braunschweig is denounced for using nukes
against Westerland. Reinhard has done nothing wrong using them on
legmiza.(In case if that planet had contained any civilians and
Reinhard had wanted to use nukes on it, Kircheis would have stop him.)
Yang has done nothing wrong in his way to blow up Bittenfeld's troops
in the Battle of Amlitz. Mittermeyer has not used nukes against
Heinessenpolis: he has used some "common" missiles. (Remember he was
born a civilian!)
