Slight nitpick: the highest rank in the US Army is "General of the Armies"
which is a six-star general. Only two people have ever had this rank.
(John Pershing and George Washington (posthumaously)) Several people have
held the rank of General of the Army which is five stars currently.

There was a very interesting but inconclusive discussion on this topic a
few months back. You might want to check the list archives if you're
interested. In a nutshell, the Imperial ranks are based on German ranks
which are different from US or other countries' ranks. As for FPA, I don't
remember. In anycase it's not an exact one-to-one correspondance or
translation. As Sue said, it's fiction so it's not unreasonable for things
to be different from what might be expected in real life.
