Not quite. In any human organization, people prefer their friends and
family above strangers. Since those people are responsible for doling out
responsibilities/powers, it naturally follows that a network of
friends/family appears. It's everywhere.

In the Alliance military's case, as is the case with our military, getting
into the officer corps has something to do with skill, but mostly personal
connections--and political connections.

Reihnhart can directly bypass the Old Boys Network because, well, he's a
supreme ruler of sorts.
