You don't have to be a cousin or a kinsman in that matter to become a
noble.  In the system of feudalism, a noble can gain his title for Valor
in combat.  And, I am not that big fan of SF if you are regarding to
Dune's series.  I did read the books, and watch the movies.  "DUNE" and
"STar War" are two, in my own view, overrated SF series.  
I like to have the last word on ranks.  The author based LOGH's military
system upon his own country's military system, which the NAVY and the
ARMY is always competing against each other.
