You're thinking of Karl Gustav Kempf and Geiersburg Fortress. I wouldn't say
their motivation is the same, if that's what you mean. Kempf's move is a last
ditch effort to pull off some sort of victory from the total defeat Yang was
handing him, and avoid failing Reinhard. Unfortunately (for Kempf), Yang was
waaaay ahead of him. Zechs' intention was (as far as I can understand after
he joined White Fang) always to wreak some kind of major physical damage on
Earth, either with the cannon, or when that became impossible, with the Libra
itself.
hmmmm- at least it seems quite a bit different to me.
