She succeded Marshal Steinmetz in this military post after the Marshal died in the Battle of the Corridor, didn't she? The Private Chief Secretary had been her post before. Her official role as Empress was never settled before it needed be. The Kaiser went on his last campaign immediately after their honeymoon. So Hilda acted as the "viceroy" in this period. When the Kaiser returned, everyone knew that he wouldn't have much time left, and Hilda would soon be the Dowager-Empress ruling the Reich for her son Alexander.
