I'm not sure if I agree that Oberstein's all that inferior to Reinhard
in war tactics. He was able to pretty much predict Yang's plans when
Iserlohn got captured, and that suggests he's no slouch when it comes
to figuring out the enemy's moves.
What he's lousy at is getting people to accept his advice, either
because of his cold-hearted nature or because his cybernetic eyes do
predjudice a lot of people - particularly his superiors. He has to
accomplish his aims by manipulation rather than gaining real respect.
I think Reinhard needs Oberstein because he had an exquisite
understanding of the way the nobles think. Too, there were things that
Reinhard couldn't do, that Oberstein could, simply *because* he was
generally despised.
